Who files the paperwork on your job?
The Authorized Person files before construction and submits the letter of certification within 30 days of finishing.
We do. On a new system or a repair that needs one, we file the plans, the specifications and the site plan with Island Health before we build. When the work is done we submit the signed letter of certification, and you get the as-built diagram and a maintenance plan with it.

Every system built under the regulation comes with an as-built diagram and a maintenance plan from the Authorized Person.
You should not have to guess about your own system. On a new build you get the as-built diagram and the maintenance plan as part of the letter of certification.
On an older system that never came with either, you can hire an Authorized Person registered as a maintenance provider to write a plan for it. We are registered in that category, so we can do that for you whether or not we built the system.

Plenty of properties inside the boundary are not connected, usually because the house went up before the line reached the street. Being inside the city does not put you on the sewer, and it does not change what your own system has to meet.
Does the city inspect my septic system?
No. Building permits and inspections here cover the safety, health, building and zoning requirements of the city and the province. Your sewerage system answers to Island Health under a separate filing.
I am adding a bedroom. Does that touch the system?
It can. A change of use that increases your daily sewage flow likely means the system has to be updated, and more bedrooms is one of the changes that does it. Where a building permit is involved, the building inspection authority may want a report from an Authorized Person.
Can I put a deck over the tank?
We would rather you did not, because the next pump-out then starts with dismantling it. Fitting a riser first is the cheaper answer, and it puts the lid at ground level for good.
